The decks of cards used in competitions

When you are given a deck of cards to memorize at a competition, especially a world event, does the organization have decks of their own cards that they present to you pre-shuffled?

If so, does each competitor get decks in the same order? Otherwise some decks could be easier to memorize than others.

I think that they are randomly shuffled in offline competitions, though they are the same decks in Memory League competitions.

Yes, different random decks for everyone in competition - I don't think there are many combinations that are objectively 'easier' (bearing in mind that everybody uses different systems), and it minimises the chance of cheating if arbiters can just go round and give all the cards a quick final shuffle before the competitors start to memorise.
